Hay fever itself does not invalidate wudūʾ. Similarly, tears caused by cutting an onion are not impure and do not nullify wudūʾ, even if they flow.
It seems there may be a misunderstanding behind these questions. Tears or moisture from the eyes do not break wudūʾ unless they result from an infection or illness, such as conjunctivitis. In such cases, the discharge is both impure and invalidates wudūʾ once it exists the eyes.
