QUESTION
When the Imam sits between the two khutbahs, do we make dua out loud? Or should we make the dua in our heart? And do we raise our hands for the dua?

During the silent interval between the two Jumu’ah khutbahs, it is important for individuals to observe silence and refrain from verbal du’ā while raising their hands, as maintaining silence during the khutbah is mandatory. However, silent supplication within one’s heart is permissible during this time.
If individuals are however raising their hands and verbally making du’ā between the khutbahs, it is not necessary to create an issue, as there is a difference of opinion within the Hanafī school regarding people speaking of religious matters (which would include du’ā; tasbīh: dhikr) during the khutbah.
As per the position of Imām Abū Yusuf, silence is only required during the actual khutbah and not when the Imām is sitting silent between the two khutbahs. He allows speaking of religious matters (which would include du’ā) at this time. Some jurists believe that this is also the view of Imām Abū Hanīfah and have considered this view to be the correct view (see al-Bahr al-Rāyiq).
Imām Ahmad Ridā mentions that he would often see people raise the hands making du’ā and would never reprimand them depsite considering the position of it being disliked to be the strongest view (Fatāwā Ridawiyyah 8/490).
